By default the Windows Server web site is located at
C:\INETPUB\WWWROOT. 

Files stored at that location will be accessible from the server's web site at its DNS address, e.g.
http://server.newdomain.com.

Subfolders like
C:\INETPUB\WWWROOT\FOLDER

would be accessed as
http://server.newdomain.com/folder.

Other folders which are not subfolders of
C:\INETPUB\WWWROOT,

can also be added to the web site by activate the web sharing in the folder properties dialog as shown below.

The end result is that the folder can now be accessed using HTTP with the web address as shown in the diagram below.
